1,145 undisclosed declarations: Narva mayor and Parliament member hiding assets

The deadline for high-ranking politicians and officials to submit declarations of interest passed on 1 June, but over three weeks later, they remain unsubmitted by one Parliament member, five municipal officials, and 279 local councillors. Among those who have not submitted are Narva Mayor Katri Raik, Parliament member Juku-Kalle Raid, and former state secretary Taimar Peterkop.

As of 25 June 2026, 1,145 high-ranking politicians and officials in Estonia have failed to submit a mandatory declaration of interest, which should have disclosed their income and assets.

Prominent names on the non-submission list

The deadline for submitting the declaration was 1 June, but after more than three weeks of grace period, several publicly known figures still have not submitted the document. Those with outstanding declarations include Parliament member Juku-Kalle Raid, former state secretary Taimar Peterkop, appointment committee chair Annika Uudelepp, work inspection director-general Kaire Saarep, and Narva Mayor Katri Raik.

In addition to these, declarations remain unsubmitted by five municipal heads and as many as 279 city or rural councillors.

No penalties imposed

The declaration of interest is an anti-corruption measure whereby a high-ranking official or politician must record their assets and income once a year, including in the year following their resignation from office. The aim is to encourage officials to consider potential conflicts of interest.

Although failing to submit a declaration of interest is prohibited by law, it carries no penalties. For years, non-submission of a declaration did not even result in any visible public record, testifying to weak oversight.
