Latvia is throwing a wrench in the plans

The main reason for delaying the deadline is Latvia's lag. It is clear that our southern neighbours will not be able to complete their railway section by 2030. Since Rail Baltic is a single international project connecting Estonia, Latvia, and Lithuania, one country's delay makes the realistic timetable for the entire corridor unworkable. Therefore, even if Estonia manages to complete its section on schedule, the full railway corridor cannot be fully utilised before Latvia finishes.

Speed or savings?

Rail Baltic Estonia CEO Anvar Salomets raises an important dilemma here: whether to build quickly but at greater expense, or plan work more gradually and find cost-saving opportunities in the process. From the Estonian taxpayer's perspective, a slower pace could mean significant financial savings without the project essentially stalling. Such an approach would also allow more time for procurement, optimisation of construction solutions, and financial planning.

If we look solely at Estonia's interests, a later completion deadline may be more sensible even without Latvia's problems. The project's final cost depends on the construction pace, and pressure for rapid implementation often leads to cost increases. Therefore, the state should consider formally adjusting the deadline to reflect both the actual situation in neighbouring countries and Estonia's financial interests.
