Estonia introduces age limit and license requirement for rental scooters
The government will soon receive a light mobility vehicles bill that would take effect on 1 March 2027. Children under 10 years old will be prohibited from riding light mobility vehicles in public spaces, and those aged 10-15 will be required to have at least a cycling license. Rental scooter providers will need to verify users' ages and driving rights.
EstoniaEstonia is preparing a bill on light mobility vehicles that will significantly restrict young people's access to rental scooters and other light mobility vehicles in public spaces.
Main changes
According to the bill, children under 10 years old will be completely prohibited from riding light mobility vehicles in public spaces. Those aged 10-15 will be allowed to use light mobility vehicles only if they have at least a cycling license. The bill is expected to take effect on 1 March 2027.
New obligations for rental service providers
One of the most important changes concerns rental service providers: companies engaged in scooter rental will henceforth have to verify each user's identity and check their age and possession of a driving license. This means that renting a light mobility vehicle will become more similar to, for example, renting a car.
The bill will be sent to the government for discussion in the near future, before it reaches the parliament for consideration.
