From 1 July, parcels from third countries become more expensive in Estonia

From 1 July 2026, new customs rules will apply in Estonia for small parcels from countries outside the EU. Packages valued up to €150 will be subject to a fixed €3 customs duty per declared item.

From 1 July 2026, new rules come into force in Estonia governing small parcels arriving from countries outside the European Union. The change affects all consignments valued under €150, which previously were exempt from customs duties.

Under the new rules, a fixed customs duty of €3 will be applied to each item declared in the customs declaration. This means the more different product items a single package contains, the higher the total customs fee will be.

The change primarily affects goods ordered from China, the United States, and other non-EU countries. In recent years, popular cheap goods platforms such as AliExpress and Temu have directed millions of parcels to European consumers, often taking advantage of the duty exemption threshold below €150.

The EU has decided to close these loopholes to create more equal conditions for European manufacturers and retailers, who must comply with stricter standards and pay higher taxes. The new customs duty is also intended to cover administrative costs associated with monitoring the ever-growing volume of parcels.
