Interior Ministry Warns Against Statistics Office Becoming a "Super Database"

EstoniaThe Justice and Digital Services Ministry sent a bill to consultation in May 2025 that would give businesses the option to request the Statistics Office to share data about them with third parties, such as banks or business partners. The bill aims to streamline business processes and reduce the administrative burden on companies.
Interior Ministry's Concerns
However, the Interior Ministry has raised several serious concerns about the plan. According to the ministry, such a solution could effectively transform the Statistics Office into the state's "super database", which would consolidate broad data collections from various state registers and would begin to function as a data intermediary in the business sector.
According to the Interior Ministry, before creating such a system, there must be a thorough analysis of both data protection risks and the extent to which the Statistics Office is prepared to take on this new and extensive role as a data intermediary. There is also the question of how to ensure that shared data is not used for purposes different from its original intent.
Data Protection and Trust
The Statistics Office is entrusted with state-collected data primarily for the purpose of compiling statistics. Adding this entirely new task — data intermediation between private enterprises-would significantly change the agency's role and could damage public confidence in the confidentiality of statistical data.
The bill is currently in consultation and discussions between ministries are ongoing. The final decision on whether and in what form the law will be adopted will become clear once the negotiations are concluded.
