Kasemets: Terras must clarify the registration requirement for small farm parcels
The Estonian government has set a goal of reducing bureaucracy, but a decision by the Regional Affairs and Agriculture Ministry requiring small agricultural landowners to register their fields creates a contradiction. Those responsible for bureaucracy reduction are unwilling to answer questions, and according to Kasemets, it is Minister Terras who should comment on this.
PoliticsThe Estonian government has officially committed to reducing bureaucracy, but in practice this principle appears to be at odds with a recent decision by the Regional Affairs and Agriculture Ministry, which has obliged owners of small farm parcels to formally register their land.
Officials responsible for bureaucracy reduction within the government are unwilling to answer questions about how such a requirement supports the government's anti-bureaucracy goals. In Kasemets' view, it is Regional Affairs and Agriculture Minister Madis Terras who should publicly address this issue and explain how the new registration requirement aligns with the government's stated goal of cutting bureaucracy.
For small agricultural landowners, the new requirement means additional administrative burden, which appears to be in direct contradiction to what the government has promised. According to critics, this is a clear example of how uncoordinated decisions within one ministry can undermine the government's unified policy objectives.
