Why are people leaving?
According to experts, the main reason is economic: as families' incomes grow, they seek to improve their living conditions. However, Lasnamäe has limited options-few new apartments are being built in the district, and the renovation of existing panel buildings falls substantially short of the level seen in other districts.
This drives more active and affluent families away from Lasnamäe, either to other parts of Tallinn or to the surrounding suburban zone. Those who remain are often those who lack the financial resources to move elsewhere.
Construction and renovation capacity falls short
Compared to, for example, North Tallinn or Mustamäe, Lasnamäe's pace of new apartment construction is slow. Similarly, the volume of panel building renovations is insufficient, meaning the district's housing stock deteriorates over time. This in turn makes the area less attractive both for retaining current residents and attracting new ones.
The district's challenges are not merely housing-related; in the longer term, population decline creates pressures on schools, shops, and services, which further makes the area less appealing.
What can be changed?
According to experts, Lasnamäe requires targeted investment in both housing stock renewal and the development of public space and infrastructure to make the district competitive. Without this, outmigration may continue and the area could become increasingly socially homogeneous, a place to live for those with no other choice.
