Opposition files fresh no-confidence motions against Narva council speaker, mayor and deputy
At a Narva City Council session on Friday, 26 June, the opposition, comprising the Centre Party and the "Plan B. Pulse of Narva" electoral alliance, filed no-confidence motions against council speaker Mikhail Stalnoukhin, his deputy Yana Kondrashova, and Mayor Katri Raik. The opposition holds 16 of the council's 31 seats. The motions are expected to be considered at the next session.

Pulse of Narva" electoral alliance, together holding 16 of the council's 31 seats, filed no-confidence motions against three senior figures: council speaker Mikhail Stalnoukhin, deputy speaker Yana Kondrashova, and Mayor Katri Raik.
The motions were formally submitted by Centre Party members Jaan Toots and Vladimir Aret, alongside Urbo Vaarmann from "Plan B Narva". All three are expected to be put to a vote at the council's next scheduled session.
A second attempt at ousting the leadership
This is not the first time the opposition has taken this step. On 23 April, the same bloc initiated identical no-confidence motions against Stalnoukhin, Kondrashova and Raik, but that effort was blocked by the council speaker himself, preventing the motions from being formally considered.
Friday's session, which began at 8:00 in the morning, also saw the re-establishment of the "Plan B Narva" faction. Anatoly Nikolaev was elected as its chair, with Ivan Yegorov serving as deputy chair. The faction also includes Dmitri Gusev, Dmitri Melis and Urbo Vaarmann.
Faction previously disrupted by member change
The "Plan B" faction had previously been declared on 23 April, but its functioning was disrupted by a substitution among the deputies elected under the alliance's list, which prevented the group from operating fully in the intervening period. Friday's reconstitution is intended to restore its formal standing within the council.
