Rainer Saks: Bryansk bus incident sparks new Russian propaganda campaign

Russia's Bryansk region governor announced on 17 June 2026 that a Ukrainian drone attacked a bus on a road carrying children traveling from Gomel in Belarus to Gelendzhik on the Black Sea coast for a holiday. According to the governor, one adult was killed and six people were injured in the attack.

Security expert Rainer Saks (Conservative Party) writes that the incident provides Russia with an ideal opportunity to launch a new propaganda wave. "In the coming days, Russian officials will escalate accusations against Ukraine at increasingly higher political levels," Saks warns.

Why this benefits Russia

According to Saks, such incidents, especially those involving children, have a powerful emotional impact both for mobilising Russia's domestic audience and for damaging Ukraine's credibility on the international stage. Russian state media is able to rapidly amplify such events, creating a narrative that portrays Ukraine as attacking civilian targets.

Saks emphasises that it is important to critically assess both the circumstances of the incident and the timing of Russian officials' statements as well as the escalation of their rhetoric. Russia has previously used similar incidents to apply diplomatic pressure on Western partners, demanding restrictions on military aid to Ukraine.
