Riigikogu sends 29 laws to Kadriorg: President has two weeks to decide

The Riigikogu ended its spring session on Thursday by passing 29 laws, which will now be forwarded to President Alar Karis for promulgation. The President's Legal Counsel Hent Kalm acknowledges that in terms of workload this is an exceptional situation, with very little time remaining before the holidays.

The Riigikogu ended its spring session on Thursday, 18 June 2026, by passing as many as 29 laws in the final vote. All of these will now move from Toompea to Kadriorg, where Alar Karis must decide within two weeks whether to promulgate the laws or return them to Parliament.

Exceptional workload pressure

The President's Legal Counsel Hent Kalm acknowledged that this represents an extraordinarily heavy workload. "Overtime is necessary, there is very little time before the holidays," Kalm said, pointing out that a thorough review of the laws requires considerable effort from the President's Office legal advisers. Within two weeks, the content of all 29 laws and their compliance with the Constitution must be analysed.

What next?

The President may either promulgate a law, which means it comes into force, or leave it unpromulgated and return it to the Riigikogu for further consideration. If the Riigikogu passes the law again without amendments, the President has the option of appealing to the Supreme Court for a review of its constitutionality. The simultaneous handling of dozens of laws represents an unusually intense period for the President's Office.
