Russia Plans State-Run VPN Service for Software Developers

Roskomnadzor intends to create a single state-controlled VPN service for Russian software developers who have lost access to foreign code repositories due to blockages. The idea emerged during a meeting with IT sector representatives, but developers have responded with skepticism.

Russia's communications and mass media regulator, Roskomnadzor, plans to create a unified state-run VPN solution for local software developers, according to The Bell. The service is designed to compensate for blockages that have cut Russian developers off from external code repositories such as GitHub.

Based on sources from two companies that participated in the meetings, The Bell confirmed that the idea was presented at an official consultation with representatives of Russia's IT sector. The plan envisages the creation of a single tool through which developers could access blocked foreign platforms.

Despite the real nature of the problem-Russian IT specialists have long complained about the impact of blockages on productivity-the proposal has not received warm welcome among developers. According to sources, the IT community views it with skepticism, fearing state control and oversight of their development activities.

Internet blockages in Russia have increased sharply in recent years. Following the full-scale war against Ukraine that began in February 2022, many Western technology platforms have either left Russia or been blocked there, seriously affecting local development activities.
