Russia's military registry now records conscripts' actual addresses

Russia's military registry has begun recording the actual residential addresses of conscripted individuals, not just their official registration address. The human rights organization Koolprizyvnika announced this on 8 June. The change makes it more difficult for those seeking to avoid conscription to hide their location.

Russia's military registry, which was fully launched alongside the digital conscription registry in May 2025, has begun recording the actual residential addresses of military-age men. Previously, military commissariats had access only to official registration addresses, except when conscripts themselves reported their actual address. The human rights organization Koolprizyvnika announced this new practice on 8 June 2026.

What does this change mean?

Until now, many Russian military-age men have used concealing their actual address as a way to avoid conscription and mobilisation obligations. Official registration, known as "propiska," was often held at a different location, for example, at grandparents' addresses in rural areas, while the person actually lived in a major city. The addition of actual addresses to the registry closes this loophole.

According to Koolprizyvnika, the new practice is creating significant concern among military-age men, as military commissariats now have more precise information about their location. This means that delivering conscription notices and executing mobilisation orders becomes easier for the state.

How do addresses enter the registry?

The exact mechanisms by which actual addresses enter the registry have not been fully disclosed. It is likely that data from various state registries and databases containing people's actual residential information are used, for example, through the tax authority, utilities, or other public registries. The organisation Koolprizyvnika warns that concealing actual addresses will become more difficult than before.
