According to the Estonian Health Insurance Fund (Tervisekassa), students aged 19 and over remain covered during their studies and for three months after completing school. Once that window closes, coverage ends automatically unless a new arrangement is in place.

What options are available?

Eda Palm, health insurance service manager at Tervisekassa, explains that there are several routes a young person can take to maintain uninterrupted coverage. The most straightforward option is starting employment, as employees are covered through their employer's social tax contributions. Young people who go on to higher education also retain coverage as registered students.

For those who are neither working nor studying, it is possible to register as unemployed with the Estonian Unemployment Insurance Fund (Töötukassa), which also provides health insurance entitlement. Another option is to pay into the system voluntarily, though this requires meeting specific conditions and involves a monthly contribution.

Don't let the deadline slip by

Tervisekassa stresses that the three-month grace period after finishing school is a firm deadline, not a vague buffer. Young people who fail to act within that time may find themselves uninsured, which could mean facing unexpected medical costs. Checking one's coverage status is straightforward through the state portal eesti.ee or by contacting Tervisekassa directly.
