Tiit Kuuli, deputy chair of the Estonian Employers' Confederation council, highlights that these changes offer hope that unnecessary administrative burden can be eliminated within a year.

Streamlining planning processes does not affect only large enterprises. Everyone who wants to buy a home or see their local area develop also benefits. So far, complex and time-consuming planning has meant that both developing new industrial areas and building homes have been protracted and costly processes.

Jobs and affordable homes are closely linked: where it is easier for companies to develop, more jobs are created, and this in turn increases demand for residential space. Simpler planning means that developers can get answers more quickly to questions about whether and how it is possible to invest, rather than waiting for years.

Kuuli emphasises that the legislative changes demonstrate good intentions and the ability to find a practical balance between development and necessary regulation. The aim is not to end planning, but to make it smoother so that sensible projects do not get bogged down in bureaucracy.
