Tallinn is launching a tender to find a private investor to build a multi-functional sports centre in Lasnamäe on Kuukivi Street. The complex will be centred around a 50-metre pool that meets international Olympic standards. The tender is planned to be announced by the end of July.

Tallinn is launching a tender to find a private partner to build a multi-functional sports centre in Lasnamäe at addresses Kuukivi 3 and Kuukivi 5, with a swimming pool at its heart that meets international Olympic criteria.

What will the complex include?

The facility's main feature will be a 50-metre pool with 10 lanes, supplemented by a 25-metre pool and a learn-to-swim area for children. At a meeting between city and Estonian Swimming Association representatives, it was confirmed that small modifications to the existing construction project would make it possible to increase the number of lanes in the 25-metre pool from five to eight, thus ensuring conditions necessary for training and hosting high-level competitions.

In addition to the pools, the concessionaire is expected to create parking infrastructure for at least 300 spaces, including a basement car park with up to two underground levels and a public surface car park.

The city will support the concession with up to €20 million

Tallinn will support the project through a concession agreement of up to €20 million and commits to ensuring pool access for both the general public and for hosting swimming competitions. The tender is planned to be announced by the end of July 2026.

The tender winner must complete construction work and obtain an operating licence within 34 months of concluding the concession agreement. The land at addresses Kuukivi 3 and Kuukivi 5 was previously known by the name Varraku Street.
