Tallinn launches first stage of Pirita beach redevelopment

Tallinn authorities have signed a design contract for the redevelopment of Pirita beach, paving the way for a modern promenade and improved beach access. The first stage covers the area from Jõesuu tee street to the beach building. Construction is planned to begin in 2028.

Tallinn has taken the first formal step towards transforming one of its most beloved recreational spots, signing a design contract for the redevelopment of Pirita beach. The project will deliver a modern promenade, improved pedestrian infrastructure, and a range of new amenities, all while preserving the area's natural character.

What the project includes

The first stage of the redesign covers the stretch of Pirita beach from Jõesuu tee street to the beach building, along with the adjacent forest zone. Planned improvements include a new boardwalk promenade, pedestrian paths, a children's playground, lighting, urban furniture, bicycle parking, public toilets and showers. Stormwater drainage systems and utility networks will also be upgraded, and new signage and information solutions will be installed.

The city confirmed that the existing natural landscape will be fully preserved. The promenade is designed to run along the boundary between the forest and the sandy beach area, meaning no trees will need to be felled. This approach ensures that the iconic view of the sea and the city, a defining feature of the Pirita beachfront, remains intact.

Award-winning design from 2012

The winning design, titled Väät, was created by Üllar Ambos, Pille Noole, Kaisa Lasner and Ioannis Lykuras. Remarkably, this team first won the Pirita beach development ideas competition back in 2012, meaning the project has been more than a decade in the making.

Timeline and costs

The project is commissioned and financed by the Tallinn Department of Environment and Communal Management, with co-financing from Tallinna Vesi. The design phase is expected to take up to nine months, after which the project will undergo expert review and a construction tender will be prepared. Construction works under the first stage are scheduled to begin in 2028.

The cost of the design contract stands at €173,160, excluding VAT.
