The medical city concept envisioned the construction of a new modern hospital in Lasnamäe that would have consolidated the city's healthcare facilities under municipal administration into a single compact complex. The project was meant to address the long-standing fragmentation of Tallinn's hospital network and ensure patients had access to better and more consistent medical services.

The three million euro expenditure on design work means the city invested a substantial sum in plans that are now being abandoned.
