The Tartu northern bypass and Tiksoja bridge project have been excluded from Estonia's newly confirmed road maintenance plan, despite assurances given last autumn that the works would be included. The plan was officially approved at the start of this year, but the Tartu infrastructure project did not make the final cut.

Authorities confirmed that the primary reason for the exclusion is the absence of secured funding for the project. While there had been optimism during the planning phase that the northern bypass would feature in the upcoming maintenance schedule, the financial reality proved otherwise.

The decision is a setback for efforts to ease traffic congestion around Tartu, Estonia's second-largest city. The northern bypass has long been discussed as a necessary infrastructure investment to redirect transit traffic away from the city centre and improve regional connectivity.
